Public access to UK torture guidelines

Gordon Brown has recently be accused of breaking a promise to publish torture guidelines for UK intelligence officers dealing with detainees abroad, states the Guardian. Are we entitled to know this information? And if so, how should it be controlled? Which is in control of framing these reports?
The article also reports concerns from the Foreign Office, stating that if we intend to continue relations with foreign security agencies, how do we deal with the lack of international standards on human rights issues?
